The Ministry of Health in China plays a key role in organizing the centralized procurement of medical devices and high-value consumables for non-profit healthcare institutions. This year, all administrative departments under the Ministry are set to conduct unified evaluations and centralized purchasing processes. This initiative aims to streamline procurement, ensure quality, and reduce costs across the country.

Under the new system, medical equipment will be categorized, and procurement rights will be assigned accordingly. At a recent press conference in Beijing, Yu Dezhi, Deputy Director of the Planning and Finance Department of the Ministry of Health, emphasized that centralized procurement will follow the principle of localized management, with government oversight as the main driver. Procurement at the central, provincial, and prefecture levels will be coordinated at the provincial level.

In the future, the allocation of large-scale medical equipment classified as "management category" will require approval from the Ministry of Health, which will also organize the centralized procurement. High-value medical consumables such as cardiac pacemakers and intervention devices have significant price variations, leading to issues of inflated costs. To address this, the Ministry is taking direct responsibility for their procurement.

Currently, the Ministry has officially entrusted the International Exchange and Cooperation Center with handling the centralized procurement of high-value items like Class A medical equipment, cardiac pacemakers, and interventional devices. Meanwhile, Class B large-scale medical equipment and other high-value consumables—excluding those related to heart care—will fall under the scope of provincial-level procurement, with provinces managing these processes directly.

Transparency is a key focus of the new system. Yu Dezhi mentioned that the Ministry has decided to offer free evaluation and selection services for medical devices to support procurement units and lower overall costs. Evaluation results will be made public promptly. Additionally, the Ministry requires strict implementation of an expert evaluation system to ensure fairness and accuracy in the process.
