The Ministry of Health in China is responsible for organizing the centralized procurement of medical devices and high-value consumables used in clinical settings by all non-profit healthcare institutions. This year, all administrative departments under the Ministry will conduct unified evaluations and centralized procurement processes.
Recent discussions at a press conference on centralized medical equipment procurement in Beijing highlighted the approach being taken. Yu Dezhi, Deputy Director of the Planning and Finance Department of the Ministry of Health, emphasized that the procurement process will be based on localized management, with the government playing a central role. The central, provincial, and prefecture-level governments will collaborate, but the actual implementation will occur at the provincial level.
Moving forward, the allocation of large-scale medical equipment categorized as "management type" will require approval from the Ministry of Health, and the Ministry will organize the procurement. For high-value consumables such as cardiac pacemakers and cardiac intervention devices, where price differences are significant and costs remain a major concern, the Ministry will take the lead in procurement efforts.
Currently, the Ministry has officially entrusted the International Exchange and Cooperation Center to handle the centralized procurement of high-value consumables like Class A medical equipment, including cardiac pacemakers and interventions. Meanwhile, Class B large-scale medical equipment and other high-value consumables not related to heart procedures will be included in the provincial procurement framework, with provinces responsible for organizing these purchases.
To support the procurement process and reduce costs, the Ministry of Health has decided to offer free evaluation and selection services for medical devices. It also plans to release evaluation results promptly. Additionally, the Ministry requires the implementation of an expert evaluation system to ensure transparency and quality in the process.
This initiative aims to streamline procurement, enhance efficiency, and ensure fair pricing across the healthcare sector. As the process continues to evolve, more details and updates are expected to be shared with stakeholders.
