On April 11 last year, the "State Council's Opinions on Accelerating the Development of Modern Crop Seed Industry" (hereinafter referred to as "Opinions") was promulgated. In the past year, various relevant departments and regions have acted quickly, seed industry and related industries have responded positively, and the community has received enthusiastic responses, forming a good momentum for jointly promoting the development of the seed industry.

Departments form a synergy

Seed development policy system initially formed

The Ministry of Agriculture, together with 16 ministries and commissions such as the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Finance, set up a coordination group to promote the development of seed industries, quickly introduced supporting policies, and intensified efforts to initially form a policy system to promote the development of modern seed industries. The Ministry of Agriculture established the Seed Management Bureau to strengthen the guidance and management of the seed industry; formulated the National Plan for the Development of Modern Crop Seed Industry (2011-2020), detailed the policies and measures for the “Opinions,” and revised the “Management License for Crop Seed Production”. The "Administrative Measures" has substantially increased the market access threshold and promoted the merger and reorganization of enterprises. It has continued to carry out annual activities for seed enforcement and increased the investigation and infringement of illegal acts such as counterfeiting of decks and counterfeiting of manufacturing and sales. The National Development and Reform Commission has initiated the project to start a multi-billion-kilogram project for good and colorful food engineering bases, intensified the construction of seed industry infrastructure, and supported leading enterprises in the seed industry in building a bio-breeding technology platform, a new variety industrialization base, and a seed breeding base; and revised the “Foreign Investment Industry”. The "Guidance Catalogue" has improved the foreign investment access policy for seed industry. The Ministry of Finance has set up a modern seed industry development fund, and Sinochem Group and Heilongjiang Land Reclamation have invested 1.5 billion yuan to support the development of large-scale seed enterprises. Through state-owned capital operating budgets of more than 300 million yuan, China National Seed Group has established a seed life science and technology center. Increase the support of special funds such as subsidies for the breeding of varieties of potatoes and other crops; the Ministry of Finance and the State Administration of Taxation have promulgated the enterprise income tax policy that exempts the integration of education and promotion, supports enterprises in increasing investment in scientific research and innovation, and strengthen tax incentives such as the transfer of corporate assets. Support seed enterprise mergers and reorganizations. The Ministry of Science and Technology has compiled the "12th Five-Year Special Plan for Seed Industry Science and Technology" and set up special key projects for seed industry science. In 2011, 150 million yuan was allocated to support seed industry integration innovation and industrialization. The Ministry of Commerce has incorporated the foreign capital acquisition of domestic seed enterprises into the scope of safety inspections and standardized the joint ventures and cooperation activities of foreign investors. The People's Bank of China and the China Banking Regulatory Commission, through preferential deposit reserve ratios, encourage financial institutions to increase their credit support for seed companies, seed production cooperatives and farmers. The China Insurance Regulatory Commission launched a pilot program for seed insurance in Gansu and other places, and initiated the research on the insurance policy for seed production. The Agricultural Development Bank and the Development Bank have increased their support for seed industry financing and planned to implement preferential policies for the acquisition of loans for grain, cotton, and oil to enterprises with "integration of breeding, breeding, and pushing." All relevant departments have intensively introduced unprecedented efforts to promote the development policy of modern seed industry.

Actively promote the development of seed industry to achieve initial results

Since the "Opinions" was promulgated and implemented one year ago, all localities have actively promoted and promoted the implementation of opinions and innovative work methods in accordance with the unified deployment and requirements of the State Council. They have increased input in the seed industry, supported the development of seed enterprises, and optimized the allocation of resources for seed industry. The seed management system and other aspects have introduced many specific supportive policies and new measures to accelerate the development of the modern crop seed industry.

In terms of financial investment, Shaanxi, Jiangsu, Jilin, Fujian and other provinces have set a special fund for seed industry development ranging from 50 million to 100 million yuan; Fujian Province grants 500,000 to 1 million yuan per year to key enterprises. In terms of capital construction, Sichuan Province has launched a modern seed industry upgrading project and plans to invest 1.12 billion yuan in the next 10 years. Yunnan Province will allocate 200 million yuan to support the construction of seed industry public welfare facilities; Hubei plans to invest 75 million yuan in three years. 50,000 mu of standardized rice seed production base; Guangxi District arranged 50 million yuan for the construction of a breeding base for breeding in South; Chongqing invested 17 million yuan to support the construction of Liangfan Base. In respect of system construction, the seed management agencies in 11 provinces (autonomous regions and municipalities), such as Anhui and Hubei, have realized the management of the public sector and Gansu Province has authorized the seed management agencies to enforce the law in the form of local regulations. In terms of mechanism innovation, provinces such as Liaoning, Jilin, and Anhui have encouraged scientific researchers to enter the company by means of leaving their jobs without pay, retaining their status, and conducting commercialized breeding work.

Enterprise development speed

Seed industry development has shown good momentum

With the positive influence of the "Opinions" and the promotion of policies and measures, the seed enterprises have firmed their confidence in development, accelerated the pace of mergers and reorganizations, and further increased investment. With the independent innovation of varieties as a breakthrough, the competitiveness of enterprises has increased rapidly. The Zhongcao Group invested 500 million yuan to develop new technology research and development and mergers and acquisitions in the seed industry, and established a life science and technology center in cooperation with the Huazhong Agricultural University, and conducted strategic cooperation with more than 10 research institutes such as the Beijing Academy of Agriculture and Forestry Sciences. Dabei Farming Group invested 100 million yuan to establish an enterprise biotechnology research and development center. It plans to increase Rmb100 million in R&D investment annually within five years to enhance the ability of independent innovation in breeding. Liaoning Province's East Asian Seed Industry and the Provincial Academy of Agricultural Sciences have established a joint venture of seed industry innovation to provide superior treatment, attract outstanding scientific and technological talents to enter enterprises, and conduct commercialized breeding. Anhui Yinzhou Hi-Tech Corporation, Handan, Fengle, and other companies have acquired more than 10 companies and built a production, education, and research base with a number of agricultural colleges and universities. Hubei Seed Group, Jingchu and other enterprises increased their capital to 100 million yuan, mainly for commercial breeding investment. Zhongyan Seed Co., Ltd. of Sichuan Province has successively integrated 14 enterprises and set up a seed industry group. Chuanong Hi-tech, Guohao, and West Corp have adopted such methods as joint and equity participation to restructure and expand the scale of the company. Enterprises such as Hunan Longping High-tech Co., Ltd. adopted land transfer to establish a large-scale seed production base, converted seed-cultivating farmers into contract production personnel, and promoted standardized and mechanized seed production technologies. On the whole, the “Opinions” have been supported by various departments, the response of local governments, the support of seed companies, and the “great climate” that has accelerated the development of modern seed industry has been formed. The development of seed industry is showing a good momentum.
